The comprehensive guide describes major legal claims, and provides background and analysis of federal whistleblower rewards programs that may apply to employees who report cybersecurity deficiencies. It also offers advice to employees on how to blow the whistle in a safe and protective way.

The 2019 guide offers new updated analysis on laws and decisions that have changed the legal landscape in the past year. Notably, the guide discusses cybersecurity protections offered under the National Defense Authorization Act for 2013; an examination of how the Supreme Court’s Digital Realty Trust, Inc. v.
